A good fuse should look like this, with an intact wire in the center of the glass tube. If it does not look like this, the fuse has blown and needs to be replaced:
It’s possible the fuse ports may not be making good contact.
Try unscrewing each fuse body, bending the internal Copper seat clip to make it tighter so it’s got better connection to the fuse. That should resolve the continuity on all ports.*
