Stainless steel is a weird animal, unworked new stainless is soft like cheese, but if you let it get hot while being machined it goes really hard and crystalized.
Most stainless machining is done on machines that can flood the work with coolant oil.
When I want to drill a hole in stainless, I use a sharp bit, turn it slowly and apply as much pressure as possible. I seldom drill a pilot hole as it will harden the SS and make it more difficult to work.
Some years ago I consulted with a firm that wanted to drill multiple holes in SS sheets, we worked it out that they could flood the sheets and actually drill underwater, as far as I know they are still doing it that way.
IMHO a router cnc spins much too fast, and is very difficult to spray or flood with coolant.
