HDPE Surface Finish (SOLVED)

Has anybody noticed different surface finishes on HDPE when your cutter is going a certain direction?
For example, going left to right, the finish is very smooth, but right to left it leaves these small “steps” for lack of a better word. I am using a cheapo 1 3/8’’ surfacing bit. Tired multiple DOCs, no improvement. Does this have something to do with how the sheet is manufactured?

This was all run within the same toolpath and same cutting conditions.
