My x and y axis will not bolt together on one side other side is great the side that will not fit has 8 screw holes in it four larger one that are the right size and four smaller ones the smaller ones line up with bolt holes but the screws are loose in the other part.
Looks like you might have the X rail and Y1 rail swapped around (note the Y1 on the end of the rail in the picture)

The y rail with the router mount is on top of the x rail
You can see the small holes are on the outside they should be large holes.
Y rails (there should be 2) will go front to back, the X rail goes side to side and will hold the router
